Advantages
Tarlac is equidistant to Manila and Baguio. Its MacArthur Highway has become the favorite rest stop of passing travelers from the North to the South and vice versa. Its geographical location gives it an unmatched advantage in the overall development of Central Luzon. Being at the center, Tarlac can guarantee the strategic role of a distribution and logistics hub, i.e. with the responsibility of gathering, processing, packaging, storing and distributing agriculture produce in and out of the country as well as within the country.
At present, three major roads link Tarlac to agriculture producing provinces in the north and east namely the MacArthur Highway, which is the north-south corridor that links Tarlac with Pangasinan and Pampanga in the north and south; the Tarlac-Camiling road which provides access to and from Pangasinan; and the Tarlac-Zaragosa Road via La Paz that provides access to Nueva Ecija in the east.
The newly completed Subic-Clark-Tarlac Expressway and the proposed Tarlac Eastern Boulevard and Tarlac-Pangasinan-La Union Expressway all the more reinforce Tarlac’s advantages.

Tarlac has its own provincial investment promo office that acts as the frontline in assisting investors who wish to engage business in the province.
Provincial Investments and Incentives Board (TIIB)
The TIIB was created to establish a favorable and stable policy and a business climate in the province which will encourage and support private sector investments and operation of business activities consistent with the development needs of Tarlac.
